Subnets ranked by alpha price (lowest first). When a new subnet registers and all 128 slots are full, the non-immune subnet with the lowest EMA price gets replaced. 0 immune and 0 inactive subnets are excluded.

How Deregistration Works
The non-immune subnet with the lowest Exponential Moving Average price is deregistered first. This ranking shows subnets sorted by current alpha price as a proxy for EMA price.
Deregistration only happens when someone registers a new subnet and all 128 slots are occupied. The bottom-ranked subnet gets replaced. Only ~1 dereg can happen per 2 days.
Newly registered subnets get ~4 months of immunity (864,000 blocks). During this period they cannot be deregistered regardless of their price.
